Purpose

This study is a sub-report of the larger project Etter- og videreutdanning i barnehagesektoren – kartlegging av tilbud og etterspørsel (Continuing and further education and training in the kindergarten sector - mapping programmes and demand), the objective of which is to examine the following:
1) What skills development needs do institution leaders, childcare leaders and assistants already have? 2) What skills development initiatives have been most prominent over recent years and what is the experience from these? 3) What experience is available with regard to getting started, scope, organisation, financing, implementation and evaluation of continuing and further education and training initiatives? 4) Which public and private sector players run which types of activity? The study aims to map any cooperation relationships that may exist between these.

Result

The study shows that less than one-half of the municipalities are addressing skills development in employee interviews. Only 31 out of 54 municipalities have a separate budget for continuing and further education and training. Furthermore, the result shows that 39 of the 54 municipalities are satisfied or very satisfied with the programmes they have, and that 34 municipalities are satisfied or very satisfied with participation by the daycare centres. The report concludes that better financing is an important factor for good skills development, but also that opportunities for skills development must be an integral part of everyday work.

Design

Nineteen Norwegian counties took part in the study. Four municipalities were selected at random from each county and a total of 76 municipalities took part. Both public and private institutions were included in the study. A total of 76 questionnaires were sent out, and 54 responses were returned, giving a response rate of 71%.
