Purpose

The purpose of this study is to evaluate the implementation of area management for daycare centres in the Municipality of Rudersdal and on this basis give recommendations for future initiatives in the area.

Result

Results of the evaluation show whether and to what extent the Municipality of Rudersdal has achieved the goals and fulfilled the criteria for success the municipality had set for the introduction of area management. In addition, the study accounts for the way daycare centres in general are organised in the municipality. The study briefly outlines the historical development from before the merger of the municipalities of Søllerød and Birkerød in connection with the municipal reform in 2007 and up to today. The report concludes that overall the structure with area management is working appropriately in relation to the development of daycare centres. Among other things, the report shows that there is great focus on pedagogical quality, and that there is a high level of ambition. The authors recommend maintaining focus on pedagogical development and on the core service and development of this.

Design

Data collection methods in this study consisted of a total of 18 interviews, in which 66 child carers, managers and members of school boards were interviewed either individually or in groups, and there was a subsequent questionnaire survey. The interviews were carried out to gain an understanding of why the organisational changes implemented have had the consequences they have, and how these changes have impacted the daycare centres. Moreover, a questionnaire was sent to the institutions in the Municipality of Rudersdal area. The study is representative for managers and child carers in the municipality. The questionnaire survey has been applied with a view to establishing what happened in connection with introducing area management. Finally, document analysis was carried out, in which a number of documents, primarily prepared by the Municipality of Rudersdal, were analysed. The documents are relevant for understanding area management in the municipality.
