Purpose

This report is an evaluation of the Norwegian Framework Plan for the Content and Tasks of Kindergartens (day nurseries and
kindergartens) from 2006, launched by the Norwegian Ministry of Education and Research. The objective of this report is to evaluate how the framework plan is implemented, applied and experienced by the players affected. This means children, parents, social pedagogues, assistants, managers, the municipality and the government.  

Result

The evaluation shows that all parts of the sector affected are working to offer children quality daycare centres. Work is concentrated on implementing the framework plan through a number of initiatives, but efforts have only to a limited extent focused on long-term initiatives or systematic competence upgrading. Work seems to be well underway, but daycare centres are facing great challenges in their work on realising the intentions of the framework plan. Children’s involvement, documentation and the work with specialist areas stand out as areas with high demands for staff, and these are important to focus on. It also seems that focus on children’s learning will be increased. The documentation that is produced is mainly used to legitimise the work by the kindergarten staff. Photos are most commonly used by all kindergartens as documentation, whereas written documentation is not so prevalent. Photos of everyday routines and activities are taken to render visible what has been taking place and to inform parents, children and other staff. Documentation is often carried out on the basis of an individual-oriented focus as a result of expectations from both parents, children, kindergarten owners and the municipality. Children’s language development is the area, which has been given highest priority in work on realising the framework plan. The evaluation suggests that there is a great need for upgrading of skills in the entire daycare sector, and that successful implementation presupposes increased financial frameworks. 

Design

Data collection consists of interviews, web-based surveys, letters, documents and telephone conversations.
