Purpose
The study analyses the privatisation of kindergarten in Norway between 1987 and 2020, focusing on how private actors in the field have changed their position and role over time. The research question is: How has the organisational field for Norwegian kindergarten provision evolved over the past three decades with regard to the position of private providers?
Result
The study shows that improving quality in the kindergarten sector has become a common goal, driven by pressure from the authorities. At the same time, stricter rules regarding working conditions have changed how we view private kindergartens. It has influenced both the role and scope of private kindergarten actors. Currently, small actors and large companies face different challenges, creating conflicts of interest between them. These conflicts can lead to both changes and stability in the kindergarten sector.
Design
Data collection is based on a qualitative document analysis. The researcher used the Norwegian government’s online portal and carried out a systematic review of all white papers and reports issued by the various ministries responsible for kindergartens during the period 1987 to 2020. A total of 60 relevant political documents were identified, 31 of which were selected for further analysis.
